LETTER OF UNDERSTANDING
between
BURLINGTON NORTHERN AND SANTA FE RAILWAY
and
BROTHERHOOD OF LOCOMOTIVE ENGINEERS
The following understanding will be applied as resolution of the disputes surrounding Section 1(f)
of the BN/BLE Agreement dated April 4, 1994, concerning Guaranteed Extra Boards:
To achieve a measurement that both parties can procure, it was agreed in conference and for future application of this section, when the average mileage made by those engineers assigned to the Extra Board exceeds 2400 line miles in the preceding fifteen (15) day period, the Local Chairman may request that a sufficient number of Engineers will be added to the Extra Board to bring the average below 2400 line miles, and such request will be granted. The average will be determined by applying the formula, as applicable, referred to in Section 601.9 and 601.10 of BN 4/24/81, OPS-36-81. This application of Section 1(f) is consistent with the intent of the agreement, and it provides a measurement and mechanism to appropriately staff Engineer Extra Boards.
